The Management Committee (MC) of Monte Christo Eco Estate is pleased to share this updated Draft Evacuation and Contingency Plan — Version 2.1 with all residents and owners.

This document is the result of several months of careful planning and broad community consultation. It was first discussed and approved for publication at the MC meeting of 19 March 2026, and has since been updated to incorporate resident feedback and additional confirmed details. The plan is now made available to all residents and owners in both Afrikaans and English, with a standing invitation to read it and provide further comment.

What does this document cover?

The plan consists of two interrelated parts. Part A is the Evacuation Plan — the immediate, step-by-step procedure for moving residents physically and safely out of a hazardous situation. It covers the command structure, all role players within the estate, confirmed emergency contact numbers, evacuation phases, assembly points, and the special provisions made for vulnerable residents and the occupants of the Monte Christo Care Facility.

Part B is the Contingency Plan — the broader framework of preparation, prevention and recovery. It addresses specific scenarios including fire, high winds, flooding, medical emergencies, security threats and power failures, and includes guidelines on resident responsibility, training and community safety.

The plan acknowledges the unique composition of our community — a large residential estate with a retirement village and healthcare facility within the same perimeter — and places the protection of vulnerable residents as its first priority.

This is a living document.

This plan serves as a practical tool that sets out how estate matters will be managed during emergencies and unforeseen circumstances. It establishes clear procedures, responsibilities and communication channels so that all role players — the MC, security personnel, specialist service providers and residents — know exactly what is expected of them when it matters most.

The plan is not intended to be fixed and forgotten. It will be updated regularly as circumstances change, new information becomes available, and the community grows and evolves. All significant revisions will be communicated to residents. Please note that this draft plan is currently in the development phase and still requires various consultations and inputs before it can be formally adopted.

All key role players’ names and contact numbers confirmed and inserted: Niqua Security (Liana Weiss), Retirement Village (Eleonora Alberts), Estate Manager (Harry van Bebber) and BiBi’s Kitchen (Bianca Harris). Reaction Force (Level 5) fully described with members, roles and equipment. All local emergency service numbers confirmed: Mossel Bay Fire Department (044 691 3722), SAPS (044 606 2805), Municipality (044 606 5000). All four external assembly points completed with addresses and contact persons: Garden Walk Mall, BP Service Station, Salt & Copper, and King’s College. Fire-fighting equipment available at the estate office store noted.

QUICK REFERENCE: Appendix A of the full plan contains a one-page Quick Reference Card listing the immediate steps for every emergency scenario. We strongly encourage all residents to print this page and display it in a visible location in their home — such as on the refrigerator.

IMPORTANT — FIRE EMERGENCY: Always call the Mossel Bay Fire Department on their DIRECT line: 044 691 3722. Do not call the municipal control room first — this causes dangerous delays.

Die Bestuurskomitee (BK) van Monte Christo Eko Landgoed is verheug om hierdie opgedateerde Konsep Ontruimingsplan en Gebeurlikheidsplan — Weergawe 2.0 met alle inwoners en eienaars te deel.

Hierdie dokument is die produk van verskeie maande se noukeurige beplanning en is op 19 Maart 2026 deur die BK bespreek en goedgekeur vir publikasie. Dit is in die finale stadium van finalisering en word nou aan inwoners beskikbaar gestel met die uitdruklike uitnodiging om dit deur te lees en kommentaar te lewer.

Wat dek hierdie dokument?

Die plan bestaan uit twee onderling verwante dele. Deel A is die Ontruimingsplan — die onmiddellike, stap-vir-stap-prosedure om inwoners fisies en veilig uit ‘n gevaarsituasie te beweeg. Dit dek die Bevelstruktuur, alle rolspelers binne die landgoed, noodkontaknommers, ontruimingsfases, versamelgebiede, en die spesiale voorsiening wat gemaak word vir kwesbare inwoners en die bewoners van die Monte Christo Care Facility. Deel B is die Gebeurlikheidsplan — die breër raamwerk van voorbereiding, voorkoming en herstel. Dit spreek spesifieke scenario’s aan soos brand, sterk wind, vloedwater, mediese noodgevalle, sekuriteitsbedreigings en kragonderbrekings, en bevat ook riglyne oor inwonersverantwoordelikheid, opleiding en gemeenskapsveiligheid.

Die plan erken die unieke samestelling van ons gemeenskap — ‘n groot residensiële landgoed met ‘n aftree-oord en gesondheidsorgfasiliteit binne dieselfde omheining — en plaas die beskerming van kwesbare inwoners as eerste prioriteit.

Hierdie is ‘n lewende dokument.

Hierdie plan dien as ‘n praktiese hulpmiddel wat aandui hoe landgoedaangeleenthede bestuur sal word tydens noodgevalle en onvoorsiene omstandighede. Dit stel duidelike prosedures, verantwoordelikhede en kommunikasiekanale daar sodat alle rolspelers — die BK, veiligheidspersoneel, spesialiste-diensverskaffers en inwoners — presies weet wat van hulle verwag word wanneer dit saak maak.

Die plan sal nie vasgestel en dan vergeet word nie. Dit sal gereeld bygewerk word namate omstandighede verander, nuwe inligting beskikbaar word, en die gemeenskap groei en ontwikkel. Alle noemenswaardige wysigings sal aan inwoners gekommunikeer word. Neem kennis dat hierdie konsepplan nou in die ontwikkelingsfase is en steeds verskeie konsultasies en insette vereis.
